6/4/202206:00AMNevertheless,manyofourcurrentdiscussionsofimmigrationissuestalkaboutimmigrantsingeneral,asiftheywereabstractpeopleinanabstractworld.ButtheconcretedifferencesbetweenimmigrantsfromdifferentcountriesaffectwhethertheircominghereisgoodorbadfortheAmericanpeople.TheverythoughtofformulatingimmigrationlawsfromthestandpointofwhatisbestfortheAmericanpeopleseemstohavebeenforgottenbymanywhofocusonhowtosolvetheproblemsofillegalimmigrants,“livingintheshadows.”ArecentcolumnintheWallStreetJournaltitled“WhatWouldMiltonFriedmanSay?”triedtoderivewhatthelateProfessorFriedman“wouldnodoubtregardastheidealoutcome”asfarasimmigrationlawswereconcerned.\nAlthoughIwasonceastudentofProfessorFriedman,Iwouldneverpresumetospeakforhim.However,hewasamanwiththerarecombinationofgeniusandcommonsense,andhepublishedmuchempiricalworkaswellastheanalyticalworkthatwonhimaNobelPrize.Inshort,concretefactsmatteredtohim.ItishardtoimagineMiltonFriedmanlookingfor“theidealoutcome”onimmigrationintheabstract.Morethanoncehesaid,“thebestistheenemyofthegood,”whichtomemeantthatattemptstoachieveanunattainableidealcanpreventusfromreachinggoodoutcomesthatarepossibleinpractice.Toomuchofourcurrentimmigrationcontroversyisconductedintermsofabstractideals,suchas“Weareanationofimmigrants.”Ofcourseweareanationofimmigrants.Butwearealsoanationofpeoplewhowearshoes.Doesitfollowthatweshouldadmitanybodywhowearsshoes?Theimmigrantsoftodayareverydifferentinmanywaysfromthosewhoarrivedhereahundredyearsago.Moreover,thesocietyinwhichtheyarriveisdifferent.TheWallStreetJournalcolumnendsbyquotinganothereconomistwhosaid,“Bettertobuildawallaroundthewelfarestatethanthecountry.”Butthewelfarestateisalreadyhere–and,farfromhavingawallbuiltaroundit,thewelfarestateisexpandinginalldirectionsbyleapsandbounds.Wedonothaveachoicebetweenthewelfarestateandopenborders.Anythingwetrytodoasregardsimmigrationlawshastobedoneinthecontextofahugewelfarestatethatisalreadyamajor,inescapablefactoflife.Amongotherfactsoflifeutterlyignoredbymanyadvocatesofdefactoamnestyisthatthefreeinternationalmovementofpeopleisdifferentfromfreeinternationaltradeingoods.Buyingcarsorcamerasfromothercountriesisnotthesameasadmittingpeoplefromthosecountriesoranyothercountries.Unlikeinanimateobjects,peoplehaveculturesandnotallculturesarecompatiblewiththecultureinthiscountrythathasproducedsuchbenefitsfortheAmericanpeopleforsolong.NotonlytheUnitedStates,buttheWesternworldingeneral,hasbeendiscoveringthehardwaythatadmittingpeoplewithincompatibleculturesisanirreversibledecisionwithincalculableconsequences.IfwedonotseethatafterrecentterroristattacksonthestreetsofBostonandLondon,whenwillweseeit?“Comprehensiveimmigrationreform”meansdoingeverythingalltogetherinarush,withouttimetolookbeforeweleap,andbasingourselvesonabstractnotionsaboutabstractpeople.ThomasSowellisaseniorfellowattheHooverInstitution,StanfordUniversity,Stanford,CA94305.
